1. General provisions

1.1. The Estonian Information Technology College (hereinafter: IT College) admits citizens of the Republic of Estonia and international applicants in professional higher education.
1.2. Admissions are held through public competition to full-time and part-time study. To ensure the quality of studies with the existing volume of resources, applicants are admitted based on their ranking according to the terms and conditions set forth in the present rules.
1.3. Applications for admission to the IT College are accepted all year round.
1.4. The number of students admitted for the academic year will be approved by the IT College Council by 15 June at the latest.
1.5. The admissions calendar and the Admissions Committee organising admissions are approved by the Rector of the IT College 6 months prior to the beginning of the admissions period.
1.6. The Admissions Committee manages all issues related to admissions which are not regulated with the present rules.
1.7. Applications can be submitted through the Admissions Information System (hereinafter: AIS) or by submitting documents personally or by an authorised person to the IT College (Raja 4C, Tallinn). To apply for the English-language curriculum, a candidate who is a non-resident of Estonia submits an application in a respective application system.
1.8. Final admission results will be approved by the Admissions Committee and disclosed on the website of the IT College in five working days at the latest after the deadline for submission of applications. The decision of the Admissions Committee will be sent to the candidate in AIS and by e-mail. The decision will be sent by post if the candidate has submitted a relevant application.
1.9. A candidate who has applied for the English-language curriculum will be notified of the decision of the Admissions Committee in AIS and by e-mail; an applicant who is a non-resident of Estonia will be notified by e-mail.
1.10. Admitted students must confirm the commencement of studies at the IT College by registering for studies in AIS (by e-mail if not a resident of Estonia); students admitted to tuition fee programmes will sign an educational service agreement in addition.
1.11. Candidates who were not admitted make up a reserve.
1.12. If an admitted student has not confirmed the commencement of studies at the IT College by the prescribed deadline, the vacant student place may be assigned to the next candidate in the reserve.

1.12.1. In the case of a vacant student place, an admission notification is sent to the student candidate next in the ranking, who is expected to enrol for studies by the deadline marked in AIS. An admitted candidate who is a non-resident of Estonia is notified of admission by e-mail.

1.13. A candidate is matriculated as a student with the Rector’s Decree.
1.14. The prerequisite for matriculating a candidate as an international student is the existence of a valid residence permit in Estonia (except for citizens of a European Union Member State, European Economic Area Member State and the Swiss Confederation).
1.15. Before matriculating a candidate or enrolling a candidate as an external student, the IT College has the right to request the performance of their financial obligations from a former student towards the IT College if such financial obligations have arisen in relation to having formerly been a student at IT College.

2. Admission to Estonian-language curricula

2.1. The prerequisite for admission is secondary education acquired in Estonia or a corresponding level of education acquired in a foreign state. Recognition of an education certificate issued abroad is decided by the Admissions Committee based on the statement and recommendations by the Estonian ENIC/NARIC Centre(Academic Recognition Information Centre, Koidula 13A, Tallinn).
2.2. For a candidate who has graduated from a school with a non-Estonian language of instruction, an additional prerequisite for admission is a minimum result of 60 points for the state examination in Estonian as a second language (result of the state examination test is also taken into account) or an equivalent result for the state examination in Estonian, Estonian language proficiency examination at the intermediate level or Estonian language proficiency examination at the advanced level.
If the examination certifying the required proficiency of the Estonian language has not been previously taken or the result is below 60 points, the Admissions Committee is entitled to make a decision by ascertaining the Estonian language proficiency of the candidate in an interview or based on the documents submitted to the Admissions Committee which certify the language proficiency. In assessing compliance to the requirements for language proficiency, the Admissions Committee proceeds from Subsection 168(2) of the Aliens Act.
Persons who have acquired basic, secondary or higher education in Estonian or passed the professional examination in Estonian and work in the speciality marked on the professional certificate need not pass the Estonian language proficiency examination (Section 26 of the Language Act).
2.3. Grades and results of passed examinations on education certificates issued abroad are brought into conformity with the system used in Estonia by the Admissions Committee of the IT College.
2.4. Candidates are ranked based on the average grade on the certificate of secondary education or the average grade of compulsory general education subjects on the certificate of vocational secondary education.

2.4.1. Those candidates who fail to submit a document certifying secondary education may in exceptional cases submit a document certifying a higher level of education, but will not be included in the ranking and will only have a chance to commence studies in the case of any vacant student places and in the order of document submission.

2.5. Supplementary competition points are recognised as follows:

2.5.1. the positive result of an extensive version of the state examination in mathematics (equivalent to state examination in mathematics taken in earlier years) is divided by a hundred and added to the average grade on the certificate of secondary education;
2.5.2. 1 point is added to the competition point total for candidates who have achieved places 1-6 in the national youth olympiads in mathematics, physics or informatics in the upper secondary school level, participated in international mathematics, physics or informatics olympiads in the upper secondary school level, graduated from an upper secondary school with a medal or achieved places 1-3 in the national vocational skills competition in information technology “Noor Meister”;
2.5.3. after the deadline for the submission of applications, those who wish can take a test of IT competences (mainly aimed at candidates with work experience in the field of IT). For those who achieve a positive result in the test (at least 51% of correct answers), up to 1 point is added to their competition point total (test result is divided by a hundred). 

2.6. The Admissions Committee has the right to interview a candidate.
2.7. If a candidate is not able to submit their application via the AIS, they will submit the following documents on site at IT College (original documents will be returned):

2.7.1. standard application;
2.7.2. certificate of secondary education, incl. results report (original document or notarised copy / copy certified by the issuing institution / local government);
2.7.3. a candidate who has taken an extensive version of the state examination in mathematics submits a state examination certificate in addition;
2.7.4. 1 document photo (dimensions of the digital photo: 307 x 372 pixels, recommended resolution: min 300 dpi);
2.7.5. ID-card or passport.

2.8. Regardless of how the application was submitted, the following documents must be physically delivered to IT College, if necessary: 

2.8.1. a candidate who has graduated from a school with a non-Estonian language of instruction submits a certificate that proves compliance with the requirements of clause 2.2;
2.8.2. in addition, a candidate who graduated in a foreign state submits a written statement by the Estonian ENIC/NARIC Centre (Academic Recognition Information Centre) regarding the education certificate issued abroad;
2.8.3. in addition, a candidate who has participated in national or international youth olympiads in mathematics, physics or informatics in the upper secondary school level submits a certificate proving participation in the olympiad, and a candidate who has achieved places 1-3 in the national vocational skills competition in information technology “Noor Meister” submits a certificate proving participation in the competition.

2.9. IT College has the right to demand reimbursement of tuition from a person who has been deleted from the matriculation register and matriculated again in the same curriculum at the IT College within two years.
2.10. A person who has studied without reimbursing tuition / at a student place formed based on state-commissioned education for at least half of the standard study period of a curriculum, cannot commence studies at the same level of tertiary education for the second time during the triple standard study period of that curriculum without reimbursing the tuition. The triple standard study period of a curriculum is calculated from the matriculation of a person in an institute of professional higher education, proceeding from the curriculum to which the person was matriculated. For the purposes of clause 2.10, professional higher education and Bachelor’s study are not treated as equal academic levels.
2.11. Clause 2.10. does not apply to the studies of a person for the completion of which the person has been matriculated to an institution of professional higher education before 29 July 1996.
2.12. To persons matriculated to an institution of professional higher education after 29 July 1996, but before 10 March 2003, the provisions of clause 2.10. apply on the following conditions:

2.12.1. the person has completed studies in relation to the full completion of the curriculum or
2.12.2. the person has been deleted from the matriculation register of the institution of professional higher education after 10 March 2003 on any grounds other than the full completion of the curriculum.

2.13. In the case of any disputes, a candidate has the right to file a written justified appeal within three days after the announcement of the results. The Admissions Committee discusses the issue, makes a final decision within one week from the filing of the appeal and replies to the applicant in writing.

3. Admission to English-language curriculum

3.1. The prerequisite for admission is secondary education acquired in Estonia or a corresponding level of education acquired in a foreign state. Recognition of an education certificate issued abroad is decided by the Admissions Committee based on the statement and recommendations by the Estonian ENIC/NARIC Centre (Academic Recognition Information Centre).
3.2. Grades and results of passed examinations on education certificates issued abroad are brought into conformity with the system used in Estonia by the Admissions Committee of the IT College.
3.3. Candidates are ranked based on the following:

3.3.1. motivational letter;
3.3.2. result of at least level B2 in an internationally recognised English proficiency test.

3.4. If necessary, the Admissions Committee interviews a student candidate via Skype.
3.5. Documents required for application:

3.5.1. application (filed in the application system);
3.5.2. certificate of secondary education, incl. results report;
3.5.3. certificate that demonstrates the required language proficiency;
3.5.4. document photo (dimensions of a digital photo: 307 x 372 pixels, recommended resolution: min 300 dpi);
3.5.5. passport or ID-card;
3.5.6. in the case of a candidate who acquired secondary education abroad, a written statement by the Estonian ENIC/NARIC Centre (Academic Recognition Information Centre) regarding the education certificate issued abroad.

3.6. Documents required for the application, which are not recorded in Estonian national registers, are physically submitted to the IT College by a candidate who is a resident of Estonia; a candidate who is a non-resident of Estonia uploads the documents required for application in scanned form in the application system, original documents are submitted physically to the IT College prior to the commencement of studies.
3.7. In the case of any disputes, a candidate has the right to file a written justified appeal within three days after the announcement of the results. The Admissions Committee discusses the issue, makes a final decision within one week from the filing of the appeal and replies to the applicant in writing.

4. Admission to external study

4.1. External study constitutes a type of formal education where studying is the student’s, that is, the external student’s independent study process. An external student has the right to choose courses from the curriculum, participate in studying, take examinations and pass/fail assessments and earn a diploma. An external student is not a student. 
4.2. Admission to external study takes place twice an academic year in the case of vacant student places. The deadline for the submission of applications for external study is established in the admissions calendar. IT College has the right to extend the deadline for submission of applications until the working day preceding the ‘red line day’ of the semester marked in the academic calendar.
4.3. An external student can apply for matriculation if they have acquired at least 60 ECTS, which is recognised as part of the curriculum of the IT College.
4.4. A person applying for external study must submit a standard application to the Office of Academic Affairs of the IT College, as well as a certificate of secondary education, 1 document photo (dimensions of the digital photo: 307 x 372 pixels, recommended resolution: min 300 dpi), ID-card or passport.
4.5. Tuition fee is collected for external study. Terms and conditions for the provision of educational services are agreed upon with the educational services agreement signed between the parties.
4.6. The list of external students for a semester is approved with the Rector’s Decree in 1 week at the latest after the ‘red line day’ of the semester.

5. Readmission

 5.1. In the case of vacant student places, a former student of IT College can apply for readmission to a student place at IT College twice an academic year before the ‘red line day’ of the semester marked in the academic calendar.
 5.2. A former student can apply for readmission if they have acquired a total of at least 60 ECTS, which is recognised as part of the curriculum of IT College.
 5.3. A student deleted from the matriculation register due to a lack of progress, inappropriate behaviour or failure to pay the tuition fee by the due date cannot apply for readmission earlier than after the passing of one year from the exmatriculation. The IT College has the right to refuse readmission of a student who was deleted from the matriculation register due to a failure to pay the tuition fee by the due date if the student has not paid the outstanding tuition fee.
 5.4. A student deleted from the matriculation register due to a lack of progress and a failure to pay the tuition fee by the due date can in exceptional cases be readmitted earlier than after the passing of one year from the exmatriculation if they have paid the outstanding tuition fees by the moment of readmission.
 5.5. To apply for readmission, a student presents the following documents to the Office of Academic Affairs of IT College 1 working day before the ‘red line day’ of the semester at the latest: standard application, written free-form application addressed to the Vice Rector for the recognition of prior academic performance, ID-card or passport.
 5.6. A former student is readmitted with the Rector’s Decree in 1 week at the latest after the ‘red line day’ of the semester.
 5.7. In the readmission of students matriculated before the academic year 2013/2014, the terms and conditions that were applicable to them upon matriculation are followed until the end of the academic year 2015/2016.

6. Academic mobility

 6.1. In the case of vacant student places, academic mobility can take place twice an academic year before the ‘red line day’ of the semester marked in the academic calendar.
 6.2. Distinction is made between internal (within the IT College) and external (outside the IT College) academic mobility. Academic mobility is regulated with the document “The Study Regulation of the Estonian Information Technology College“.
